Yes. We quote a single flat fee per service that includes government fees, agent fees, translations, and notary. Surprise add-ons only arise when you have failed to disclose all information to us and government wants additional time/fees to fix (this can be previous failed visa attempts, improper/incomplete filings or paper work from other agents etc). The only items quoted separately are USD government fees (e.g., the $1,200 for Work KITAS) and the IDR 10B PT PMA paper capital.
